A private-sale title transfer has a 30-day clock
For a normal private sale, apply for title within 30 days or delinquent-transfer penalties may apply. The seller should sign the title with the sale date and odometer information and complete Form 130-U with the buyer.
Proof of liability insurance is needed when titling and registering the vehicle. Without it, a buyer may ask for title only. Forms, fees, plates, and tax treatment can change, so use the current TxDMV checklist.
Ask the seller to go with you to the tax office. That makes a signature, ID, lien, or title problem easier to solve before money and possession are fully separated.
