A septic system is an on-site sewage facility, or OSSF. TCEQ says a permit and approved plan are required to build, alter, repair, extend, or operate one.

Rockwall County handles local OSSF permitting and inspections through Environmental Health. The office is at 1101 E. Yellowjacket Lane, Suite 130. The forms cover new systems, repairs, affidavits, and change of ownership.
