Development in the unincorporated floodplain needs a permit before work starts. That means the permit comes before fill, grading, paving, excavation, drilling, storage yards, or a manufactured home placement.

FEMA's definition of development is wide. It is not limited to building a house. Storing equipment or materials on the ground can count too.
