Don't call the appraisal district for a permit or an address; they'll send you elsewhere
Starr CAD appraises property. It does not issue building permits or addresses, draw surveys, approve plats, or provide deed copies. Start with the property's city or county jurisdiction to find the office that handles the specific job.
The County Clerk keeps deeds and filed plats. A city planning office may handle work inside city limits, while land outside a city needs a fresh jurisdiction check. Do not assume one county office handles every permit or address.
For a manufactured home, the current state document is called a Statement of Ownership. Follow TDHCA and county-clerk steps when asking that the home be treated as real property, then give Starr CAD the completed ownership record it needs for the account.
