A Starr County DBA records a name; it does not license the business
A taco stand, welding shop, or fruit stand may use a name that is different from its owner's name. For a Starr County sole proprietorship or general partnership, that assumed-name filing belongs with the County Clerk at 401 N. Britton Avenue in Rio Grande City.
Texas filing entities, including corporations and LLCs, use the Secretary of State instead of making the old second filing at the county level. The business structure decides which counter gets the form.
A DBA only puts the working name in the record. It does not create an LLC, reserve a trademark, open a sales-tax account, or approve a storefront. City permits may still apply in Rio Grande City, Roma, Escobares, or La Grulla.
