Marriage Records Start With the County Clerk
Two records get mixed up here. A marriage license is the paper you get before the ceremony. A certified marriage record is the copy you order later when you need proof. In Maverick County, both point back to the County Clerk in Eagle Pass.
The Clerk keeps official county records, including marriage licenses, birth records, and death records. The same county services page puts marriage certificates under Clerk services. DSHS adds the other key rule: certified copies come from the county clerk where the license was filed. If the wedding happened in another county, start there instead.
