Disabled parking placards and plates go through the Hays County Tax Assessor-Collector motor-vehicle counter at 712 S. Stagecoach Trail in San Marcos. The form is TxDMV VTR-214. A licensed doctor, physician assistant, advanced practice nurse, or other qualifying provider must sign the medical section.

There are two kinds. A permanent placard is free and for a condition that will not improve. A temporary placard has a small fee and expires based on the provider's estimate. The placard hangs from the mirror only while parked, not while driving.

Download VTR-214 before the counter visit. The same office handles lost or stolen placards.
